This exciting event will bring together retailers, industry experts, and forward-thinking professionals to delve into the latest trends, challenges, and opportunities shaping the retail sector in Virginia.
About
This luncheon will include a presentation of an in-depth retail study commissioned by Retail Alliance and conducted by Main Street America. The study analyzed current sales statistics and retail trends, blending them with national and state findings from their Small Business Survey of micro and small brick-and-mortar retailers across the U.S, to provide an in-depth look at the State of Retail in the U.S. and, in particular, Virginia. Every attendee receives a printed copy of our award-winning report.
In addition to sharing the research results, we will also have presentations and panel chats on important retail and consumer trends and challenges.

Retail Crime - Learn how rising crime is impacting small businesses from experts in law enforcement, the Attorney General’s office, and MAORCA.
Retail Circularity - Discover how sustainability and resale are reshaping retail with insights from Goodwill Industries of Central and Coastal Virginia’s CEO and a local circularity-driven business owner.
The event will be held at The Westin Virginia Beach Town Center.

Guest Speakers & Panel Participants

Matthew Wagner, Ph.D. serves as Chief Innovation Officer at Main Street America. In this role, he is responsible for leading the Innovation Team, focused on internal and external research, new business support, and piloting, testing, and launching new ideas, tools, and technologies.
Prior to his work at Main Street America, Dr. Wagner had a dual role of Director, Global Community Affairs, and President of Johnson Redevelopment Corporation at SC Johnson, a $10 billion global consumer products company (Glade, Raid, Windex, Ziploc, etc.). Since 2011, he had international responsibilities driving the company’s $35 million philanthropy strategy in sustainability and workforce/economic development areas.
Mark A. Barth, President & CEO Goodwill of Central and Coastal Virginia
Mark’s vision is that every Virginian that wants a job can get a job. He brings over 22 years of Goodwill leadership experience, previously serving as President and CEO of Goodwill Industries of Central Oklahoma. Prior to that he served for 12 years in executive roles with Goodwill, before and after the merger of two regional Goodwill organizations (Richmond and Virginia Beach). Those roles included CEO and CFO of the Hampton Roads Goodwill, and CIO for the merged entity – Goodwill of Central and Coastal Virginia.
He was appointed by the Governor in 2025, to the Virginia Board of Workforce Development. Past Board memberships include Vice Chair of the Virginia Association of Community Service Boards (serving 250,000 individuals per year), Chesapeake Integrated Behavioral Health (Chesapeake, VA), Trustee of the Hampton Roads Chamber of Commerce, and Variagenics (Cambridge, MA).
Danielle Dawley is the founder and owner of The Redefinery, a premier consignment and retail destination in Norfolk, Virginia, known for blending timeless and on trend design with sustainable practices. Danielle has spent a lifetime creating homes that balance beauty, comfort, and meaning. Today, she brings that same passion to her business, reimagining how people furnish their homes—making high-quality, design-forward pieces both accessible and environmentally responsible.
Under her leadership, The Redefinery has become recognized for its curated mix of consigned, vintage, and retail home furnishings, drawing customers from Hampton Roads and across the country. Danielle’s expertise lies in identifying pieces with enduring style and story, helping clients create layered, character-rich interiors while promoting the values of slow shopping and sustainable living.
Beyond her work at The Redefinery, Danielle is passionate about educating the community on the economic and ecological benefits of consignment. She regularly hosts events, collaborates with local artisans, and champions the idea that furnishing a home should be as intentional as it is inspiring.

Cpl. Colgan Wilson, City of Hampton/MAORCA
Cpl. Wilson began his journey with the Hampton Police Division in 1997 as a Police Explorer, sparking a lifelong passion for law enforcement. In 2001, he became a part-time Police Cadet while pursuing his college education, gaining experience in report writing and issuing parking citations. By 2003, he fully committed to his career by attending the police academy and has since served in a variety of roles, including Patrol Officer, K-9 Officer, Community Engagement Officer, and the City of Hampton Consolidated Enforcement Officer.Cpl. Wilson currently serves as the Business Improvement District Corporal. In addition to his primary role, he is a Negotiator for the Hampton Police Crisis Negotiation Team and a Peer Counselor on the Critical Incident Stress Management (CISM) team. He also holds the position of Eastern Region Director for the Mid-Atlantic Organized Retail Crime Association (MAORCA).
Chief (Ret.) Angela M. Greene
Retired Chief Angela Greene is a dedicated law enforcement executive with over two decades of public service in Virginia municipalities. Angela is an African American female born to immigrant parents in Union, New Jersey. She is also a mother of three adult children, a 19-year-old daughter, a 24-year-old daughter, and a 28- year-old son who is currently a Chesapeake, Virginia firefighter/paramedic.
Angela Greene began her law enforcement career in 2001 when she joined the City of Richmond Police Department, where she moved through the ranks achieving the position of Captain.
In 2016, she was appointed Assistant Chief of Police for the City of Portsmouth Police Department. In that role, she oversaw Uniform Patrol Operations, Special Operations, SWAT, Civil Disturbance Team, Traffic Unit, Street Crimes Unit, School Resource Officers, K9 Unit, Mounted Unit, Marine Patrol Unit, Auxiliary Officers, and Police Chaplains.
In 2019, she was appointed Chief of Police in the City of Portsmouth, where she was responsible for approximately 259 sworn police officers, 20 part-time auxiliary police officers, and 75 civilian employees. During her tenure, she was instrumental in formulating the vision and implementation of community engagement and crime reduction programs.
In May 2021, she became Chief of Police in Lexington, Virginia. She retired from that position in August 2025 after successfully leading the department with a focus on transparency, community trust, and collaborative partnerships.
Following her retirement, Chief Greene was appointed Director of Organized Retail Crime for the Virginia Attorney General’s Office. In this statewide leadership role, she directs efforts to coordinate with local law enforcement agencies, Commonwealth’s Attorneys, and retailers to disrupt organized retail crime networks and keep communities safe across Virginia.
Angela Greene’s educational background includes a bachelor’s degree from Fairleigh Dickinson University in Pre-Law and Political Science, a master’s degree in public administration from Old Dominion University, and she is currently in the dissertation phase of her PhD in Public Administration at Liberty University.
Currently she serves on the Virginia Maternal Mortality Review Team, appointed by the Governor. Previously, she served on several law enforcement boards and commissions, including 3rd Vice President of the Virginia Association of Chiefs of Police, Commissioner for the Virginia Law Enforcement Professional Standards Commission, and Vice Chair of the Cardinal Criminal Justice Regional Training Academy.
